APS Certificate for a Bachelor's in Germany 2026–27: the 70% Rule, Process, Documents, Fee and Processing Time

The complete guide to APS India for Class 12 students: which of APS's three undergraduate procedures is yours, what the new 70% Class 12 rule means, the document checklist, the ₹18,000 fee, how long it really takes, what to do when your file gets stuck and how to apply once you have the certificate. Every rule links to APS India's own pages, checked in October 2026.

Quick answer

Indian Class 12 students need an APS certificate from APS India, part of the German Embassy in New Delhi, before they can apply to a Studienkolleg or a German Bachelor's and before they can get a German student visa. Register at aps-india.de, pay ₹18,000 (non-refundable) and courier colour copies of your documents to New Delhi. Which checklist you follow depends on your background: Class XII (the Studienkolleg route), Class XII with JEE Main and Advanced, or undergraduates with at least two semesters of a Bachelor's. From Winter Semester 2026/27, APS India's notice requires at least 70% of the maximum marks in Class XII on every board for the two undergraduate pathways. The dMAT applies only to selected master's applicants, not to Bachelor's applicants. You receive one sealed PDF, which APS describes as valid indefinitely, for every university.

APS certificate for a Bachelor's in Germany at a glance (2026–27)

The APS certificate is the German Embassy's check that your Indian school and university documents are genuine and that your qualifications fit the study path you are applying for. For a Bachelor's, that path is one of two: a Studienkolleg (a preparatory year for international students) or, with extra qualifications, direct subject-restricted admission. It is not hard, but it is slow and unforgiving: one missing document or a school that does not answer an email can hold your whole plan up by weeks.

Key takeaways

  • The fee is ₹18,000 and is non-refundable, as every APS leaflet states. Check eligibility before you pay.
  • From Winter Semester 2026/27, both undergraduate pathways need at least 70% in Class XII. The 70% rule is explained below.
  • APS has three individual procedures for undergraduates: Class XII, Class XII with JEE Main and Advanced, and undergraduates with at least two semesters of a Bachelor's. Use the checklist that matches yours.
  • Send colour photocopies, never originals, by courier to APS in New Delhi, and keep the tracking number.
  • APS says verification takes "at least two weeks" and cannot promise a fixed time. Your school's reply speed matters most.
  • APS must issue the certificate before you apply through uni-assist, to a Studienkolleg or for the visa, so it is the first document in your timeline.
  • The dMAT is for master's applicants only. Bachelor's applicants are not affected.

What changed at APS India in 2023–26 (newest first)

Many APS guides online still describe the 2022–23 rules: paper certificates, interviews and euro fees. These are the official changes since then, from APS India's news page.

  • 29 June 2026 · The dMAT for selected Master's applicants APS added the Digital Master Test as an extra documentation step for selected Master's applicants in affected fields. It does not apply to Bachelor's applicants.
  • 9 July 2026 · Seal warnings in PDF readers Some certificates issued during a technical update may show messages such as "problems with at least one signature". APS says these concern only the technical validation status; certificates stay valid as long as the file is unmodified.
  • 16 March 2026 · Only completed qualifications count APS issues certificates on the basis of qualifications completed and documented when your application is processed. It cannot keep a file open for future results or semester marksheets, and a later qualification needs a new evaluation with a new payment. APS advises applying only once you have completed the stage that decides your pathway (Studienkolleg eligibility, direct subject-restricted admission or direct general admission).
  • 23 February 2026 · 70% in Class XII The evaluation criteria in the anabin database changed from 15 March 2026 and apply to admissions from Winter Semester 2026/27: both undergraduate pathways now need at least 70% of the maximum marks in Class XII. Applications submitted before 15 March 2026 are assessed under the earlier criteria. See the 70% rule.
  • 17 November 2025 · New seal card APS replaced its digital seal card; earlier certificates remain verifiable even if a PDF reader shows a warning.
  • 19 September 2025 · Distance education Distance or online degrees count only if both the university and the specific course were recognised by the Distance Education Bureau for the whole duration. Professional and practical disciplines, including medicine, pharmacy, nursing, law, architecture, agriculture and horticulture, hotel management and sports, are not recognised in distance mode.
  • 13 March 2025 · Do not touch the PDF Do not rename, edit, compress or merge the APS certificate. Submit it as a standalone file to universities, uni-assist and VFS.
  • 10 July 2024 · Bescheinigung From 15 July 2024 the German word on the document changed from Zertifikat to Bescheinigung, a purely terminological change. Reports now reflect your whole educational background and mark any part that could not be verified.
  • 3 June 2024 · Private universities and anabin Graduates of Indian private universities that are not fully UGC-accredited cannot be granted access to German universities; institutions rated H+/- or H- in anabin cannot receive a certificate. This matters for the one-year-of-Bachelor's route.
  • 21–26 April 2023 · Digital certificates Paper certificates were replaced by digitally signed PDFs, with the same validity.

What is the APS certificate, and why does Germany ask for it?

APS stands for Akademische Prüfstelle, German for "academic evaluation centre". APS India verifies academic documents issued by Indian institutions for people who want to study in Germany. It belongs to the Science Section of the German Embassy in New Delhi and works with DAAD. Germany ran similar offices in China from 2001 and in Vietnam from 2007 before opening the Indian one in 2022.

The reason is fraud. When APS was announced, the German Ambassador said that up to 15 per cent of applications contained fraudulent academic documents. APS opened for applications on 1 October 2022, and from 1 November 2022 the certificate became a mandatory part of every student visa application. Between October 2022 and February 2024, more than 57,000 Indian students applied for APS verification, and over 95% of those applications were processed successfully, according to the Embassy's Science Counsellor.

APS does APS does not
Check that your marksheets and certificates are authentic, directly with your school, board or university Decide whether a university admits you. Universities decide admission, including for Studienkolleg graduates
Check that your qualifications fit the pathway you apply for (Studienkolleg eligibility or direct subject-restricted admission) Issue visas. The German mission decides visa applications
Issue one sealed PDF usable for any number of German universities Give individual status updates, consultations or in-person drop-offs

That is why "APS approved" never guarantees an admission or a visa. It removes one reason for refusal: doubt about your documents.

Which APS procedure is yours? Class XII, JEE or undergraduate

APS publishes a separate checklist for each individual procedure. Applying under the wrong one is a common reason for rejected or delayed files. Use APS's own eligibility quiz if you are unsure.

Procedure Who it is for Leads to Checklist
Class XII Students with Class XII and no university study or JEE Studienkolleg place (subject-restricted admission after the Feststellungsprüfung) 10 items
Class XII with JEE Main and Advanced Students with Class XII who passed JEE Main and Advanced Direct entry route, as named by DAAD India 9 items
Undergraduates with at least 2 semesters Students with at least two completed semesters of a Bachelor's Direct subject-restricted admission to the same or a closely related field after one successful academic year Longer checklist including semester marksheets; download from APS

Two of the leaflets say "Valid as of April 2023" on their face, although APS still lists them as its current checklists and the criteria changed in 2026. Always download the checklist from the APS checklists page on the day you apply, because APS reserves the right to request additional documents.

Check TestAS and the interview against the live checklist The April 2023 Class XII leaflet still lists TestAS results (Core and Subject-specific) among its documents, and the older leaflet for undergraduates with two semesters describes a personal interview. Yet APS says TestAS is currently not a mandatory component of the verification procedure in India. Confirm both points on the live checklist before you courier your documents.

The 70% Class 12 rule, explained

APS India's notice of 23 February 2026 says the evaluation criteria for Indian qualifications are updated in the anabin database with effect from 15 March 2026, and apply to admissions from Winter Semester 2026/27. The established pathways stay in place, but both now carry a minimum score.

Pathway Condition from Winter 2026/27 Result
Class XII + APS certificate At least 70% of the maximum achievable marks in Class XII Subject-restricted admission via Studienkolleg
Class XII + APS certificate + one successful academic year at Bachelor level At least 70% in Class XII and one successfully completed academic year within a regular Bachelor's programme at a recognised institution Direct subject-restricted admission to the previous field and closely related subjects

Clarifications from APS

  • All boards: the 70% threshold refers to the maximum achievable overall marks in the Class XII certificate, regardless of the examining board.
  • Applications before 15 March 2026: assessed under the criteria applicable at the time of submission.
  • Certificates already issued remain valid. Admission is decided by the universities, including for Studienkolleg graduates.
  • One academic year does not automatically guarantee direct admission. All stated conditions must be met.
  • Eligibility Quiz: APS recommends its quiz at aps-india.de/aps-quiz for initial orientation.

What if you scored below 70%?

The notice names only the two pathways above and gives no alternative. Your realistic options are to ask APS and your target universities about JEE-based entry (the notice does not say whether the 70% rule applies to it, so confirm), study a Bachelor's in India first and apply for a Master's in Germany later, or choose another country for your Bachelor's.

    1. Your Class XII is at least 70%. If not, check your options under the 70% rule before you pay.
    2. Your stage is complete. APS will not hold a file open for results or marksheets still to come (16 March 2026 notice). Apply once your Class XII result is out and, for the one-year route, your semester marksheets are in.
    3. You picked the right procedure. Class XII, JEE, or undergraduates with 2 semesters (see which procedure is yours).
    4. For the one-year route, your university is H+ in anabin. Search the anabin database. Private universities that are not fully UGC-accredited, or rated H+/- or H-, cannot receive a certificate.
    5. A distance or online degree was recognised for the whole course. Professional disciplines are not accepted in distance mode.
    6. Your name and date of birth match everywhere. APS compares your passport, Aadhaar and marksheets. Fix differences before you courier.
    7. Every document exists in English. Documents issued only in a regional language need a notarised English translation; English documents need not be notarised.

How to apply, step by step, and the document checklists

These steps follow APS India's Class XII and JEE leaflets, with practical detail added.

    1. Register online at aps-india.de. Print and sign the completed application form. APS warns that incomplete and incorrect information will invalidate your application. Type your name exactly as in your passport and every school as named on your certificates.
    2. Pay the ₹18,000 fee. Pay through CCAvenue during registration so your account activates automatically and the payment shows immediately; a bank transfer is matched manually. CCAvenue adds its own service charge on some payment methods (APS cited a credit card surcharge of 2.1% plus GST in 2022), which CCAvenue keeps. Keep the receipt: it is item 2 on your checklist.
    3. Collect your documents from the checklist below, plus the signed Student Authorisation Letter (a mandatory form).
    4. Courier everything together to the Academic Evaluation Centre India at the New Delhi address in the table above, and keep the tracking number. APS processes only complete applications and may ask for extra documents.
    5. Warn your school. APS verifies documents directly with your school, board or university. APS's leaflets advise telling your school it may receive a query, and note that schools must reply from an official email address; Gmail and similar domains are not accepted.
    6. Watch your profile. When verification finishes, your online profile shows a result, and successful candidates receive the digital APS certificate by email.
    7. Then apply onward: to uni-assist or a university, and later for the visa.

For undergraduates with two semesters, download the longer checklist from the APS checklists page; it adds your Bachelor's semester documents.

Language certificate: what the leaflets say

Both leaflets ask you to prove the language of instruction of your desired course or preparatory course. Without a preparatory language course, they say, as a rule at least B2 is required in the language of instruction. For the visa, only certificates approved by the German government are accepted (Goethe-Institut/Max Mueller Bhavan, ÖSD, DSD, IELTS, TOEFL), and the leaflets say not to submit exemption letters or medium-of-instruction letters. For most Bachelor's students the language of instruction is German, so this is usually a German certificate. See our German language course, and our IELTS guide for Bachelor's applicants for English-taught programmes.

    Copies, attestation and translations

    • Send copies, not originals, as every leaflet states.
    • Documents already in English need no notarisation; documents not in English need a notarised English translation.
    • Do not email documents unless APS asks you to. Keep a full copy of what you sent and the tracking number.

Need the APS document check before you courier? Missing or mismatched documents are the most common reason files stall. See our APS service, or if your name differs between documents, look at our passport service.

APS certificate fee in 2026: ₹18,000, and what else you will pay

The APS verification fee is ₹18,000, stated in rupees in every leaflet, and it is non-refundable. Guides that quote euro amounts describe other countries' APS offices or out-of-date information. The ₹18,000 is paid to the Embassy, not to an agent. APS has said publicly that it is a department of the German Embassy and not an agent.

    Item Cost Notes
APS verification fee ₹18,000 Non-refundable; CCAvenue may add its own charge
Colour copies and tracked courier to New Delhi Varies Your own cost
Notarised English translations Varies Only for documents issued solely in a regional language
Language certificate (IELTS Academic) ₹19,000 Only if your programme is English-taught; see our IELTS guide for Bachelor's

APS processing time in 2026: what APS says, and how to plan

APS India's official line is that verification takes at least two weeks, that processing may take longer depending on application volume and on how quickly schools, boards and universities reply, and that it cannot give a fixed time for every case. Any page that promises a precise number of weeks is guessing.

    Factor Effect What you control
Your school or board replying to APS The biggest variable; a slow or missing reply puts your file on hold Warn your school in advance; ask it to reply from an official email address
Complete, correct documents Incomplete payments and missing documents were the main reasons files stayed unprocessed, according to the Embassy in 2024 Use the checklist; send everything in one courier
Payment method A bank transfer needs manual matching Pay through CCAvenue
Season Queues tend to lengthen before the winter intake (counsellor experience) Apply in quieter months if you can
    The planning rule we use

We plan for 6 to 8 weeks from the day your courier is delivered and treat anything faster as a bonus. Your APS certificate should be in your inbox before your first Studienkolleg or university deadline. For Winter 2027/28, apply to APS between December 2026 and February 2027 (see when to start).

APS status, delays and "non-support": what to do when your file is stuck

You can check your status by logging in to your profile on the APS website. APS does not give individual status updates by email and contacts you if it needs anything.

    What "non-support" means

The status APS describes is "non-support": your school, board or university has not given APS the information it needs. The fix is on your side. Contact the school or board and ask it to confirm your documents to APS from an official email address. A message from your personal email account cannot replace the institution's reply.

Email template: ask your school to reply to APS

Send this to your school's principal or office as soon as you courier your documents. Replace the parts in square brackets.

Is there an APS interview for Bachelor's applicants?

The current Class XII and JEE leaflets describe registration, payment, document submission, verification and the certificate, and do not mention an interview. APS's older leaflet for undergraduates with at least two semesters of Bachelor's study (valid as of April 2023) described a personal interview of around 20 minutes, announced 10 to 14 days ahead, and asked for TestAS results. A notice of 10 July 2024 notes that evaluation results issued without interviews are called Bescheinigung at APS's other facilities, and that India's results are now renamed accordingly.

We do not claim interviews have been formally abolished, because APS has not announced that. If APS ever contacts you for one, it will be about your own studies: subjects, projects and marks. Answer honestly and consistently with your documents. Do not confuse this with the visa appointment, where the mission may ask about your study plans. See our student visa guide.

After you get it: how to use your APS certificate

APS issues a secure PDF with a digital signature, sent to the email address you registered. APS describes it as valid for submitting at VFS, the embassy or consulate for the visa, uni-assist and German universities.

    Do Do not
Keep the original email and PDF safe, with a cloud backup Rename the file; APS asks you to keep the original file name
Upload it as a standalone file, exactly as sent Compress, edit, annotate, re-save or "print to PDF" it
Use the same file for every university and for uni-assist Merge it with marksheets or other documents
Follow your German mission's current checklist for the visa Panic about a signature warning; the certificate is still valid if unchanged

    Where you will need it

Stage How the APS certificate is used
uni-assist applications Uploaded to My Assist as an unchanged original file
Studienkolleg applications Where the college applies through uni-assist, the same upload; LMU's Studienkolleg guide, for example, asks applicants from China, India and Vietnam for the APS certificate
Direct university applications Freiburg requires it for Indian applicants; Mannheim requires the original APS certificate; KIT requires the original for applicants from India
Student visa Part of the German Missions' checklist; follow the mission's current instructions on how to apply and whether to bring a printout
Enrolment Universities may check it again when you enrol
Applying to a programme that also asks for an SOP/LOM?

The APS certificate comes first; a motivation letter comes next for programmes that require one. See our SOP and LOM services, and check each programme page to confirm it asks for one.

Applying after APS: uni-assist, VPD and university portals

Once the certificate is in your inbox, you use it to apply. Each programme page says which of three routes it uses, and you need the APS certificate for all of them.

Route How it works Examples (Bachelor's) Cost
uni-assist uni-assist checks your documents against German standards and forwards eligible applications to the universities you choose. Upload the APS certificate with the application Humboldt University, University of Cologne, Hochschule Rhein-Waal, and Studienkollegs such as Studienkolleg Mittelhessen €75 for the first application and €30 for each additional one in the same semester
VPD, then the university's portal uni-assist issues a preliminary review documentation (VPD), which you upload to the university's own portal TUM, FU Berlin, TU Berlin, TH Ingolstadt uni-assist fees apply
Direct application The university assesses your documents itself, through its own portal LMU Munich, Heidelberg, RWTH Aachen, KIT, Freiburg, Mannheim Set by each university

Most winter deadlines for non-EU Bachelor's applicants fall on 15 July, while Studienkollegs set their own (Studienkolleg Mittelhessen's window is 1 March to 15 April). Our Bachelor's universities guide gives each university's route and deadline, and the main guide shows the full application timeline.

Name What it is Who runs it When you meet it
APS certificate Verification that your Indian documents are genuine and your qualifications fit the pathway German Embassy, New Delhi (with DAAD) Before applying, and for the visa
uni-assist Application service that checks international applications for member universities uni-assist e.V., Berlin When you apply to member universities and some Studienkollegs

anabin Public database rating foreign institutions and qualifications (H+, H+/-, H-) ZAB at the KMK Before you pay APS, for the one-year route
TestAS Standardised aptitude test; required at Cologne for Indian applicants and a compensation route at RWTH g.a.s.t. If your target programme asks for it

The dMAT, which appears in APS guides for master's applicants, does not apply to Bachelor's applicants.

When to start APS for each intake

Work backwards from your earliest Studienkolleg or university deadline. These dates assume 6 to 8 weeks for APS. Studienkollegs set their own dates, so confirm each one.

    When What to do Why
October to December 2026 Confirm Class XII at 70% or above, pick your procedure, shortlist Studienkollegs and programmes, start German or English tests as needed Choices decide your checklist and tests
December 2026 to February 2027 Apply to APS India So the certificate is ready before the first college deadlines
1 March to 15 April 2027 Studienkolleg Mittelhessen winter window (via uni-assist); other colleges set their own dates Needs APS in hand
15 May to 15 July 2027 TUM Bachelor's application windows; Studienkolleg and most winter university deadlines on 15 July Needs APS in hand
July to August 2027 Admission, blocked account (€11,904), insurance, visa appointment APS is part of the visa file
September to October 2027 Fly to Germany; Studienkolleg starts in October. The Bachelor's itself begins about a year later Studienkolleg comes first

Missing a deadline usually means waiting about six months for the next intake. Dates follow the Winter 2026/27 pages, so re-check each in spring 2027.

10 APS mistakes that cost Indian students weeks (or ₹18,000)

    • Paying before checking eligibility. The fee is non-refundable. Check the 70% rule, your procedure and your documents first.
    • Using the wrong checklist. Class XII, JEE and two-semester students have different checklists.
    • Applying before your stage is complete. APS will not hold a file open for results still to come, and a second evaluation means a second fee.
    • Assuming 70% is optional. From Winter 2026/27 it is a condition for both undergraduate pathways.
    • Leaving out a document or a marksheet. Incomplete files are the main reason applications stay unprocessed.
    • Mismatched names between marksheets, passport and Aadhaar. Fix what you can before you apply and fill in the APS form exactly as your passport reads.
    • Sending a medium-of-instruction letter as language proof. APS's leaflets say not to.
    • Not warning your school, which may reply late or from a personal email account.
    • Paying by bank transfer instead of CCAvenue, which lengthens matching.
    • Touching the PDF. Renaming, compressing or merging the certificate can fail verification at uni-assist and universities.

APS certificate for a Bachelor's in Germany: 24 questions Indian students ask

    The basics

What is the APS certificate for a Bachelor's in Germany?

A certificate from APS India (Akademische Prüfstelle), part of the German Embassy in New Delhi, confirming that your Indian academic documents are genuine and that your qualifications fit the pathway you apply for. You need it for Studienkolleg or university applications and for the student visa.

Is APS mandatory for a Bachelor's in Germany?

Yes, if your school or university documents are Indian. It has been a mandatory visa document since 1 November 2022. The exemptions are narrow.

What is the APS fee in 2026?

₹18,000, paid when you register. It is non-refundable, whatever the outcome.

What Class 12 percentage do I need?

At least 70% of the maximum marks, on any board, for admissions from Winter Semester 2026/27, according to APS India's notice of 23 February 2026.

Which APS procedure should I choose?

Class XII if you have no university study or JEE; Class XII with JEE Main and Advanced if you passed JEE; undergraduates with 2 semesters if you completed at least two semesters of a Bachelor's. Use APS's eligibility quiz if unsure.

Does the dMAT apply to Bachelor's applicants?

No. The dMAT applies only to selected master's applicants.

Is APS a guarantee of admission or a visa?

No. Universities decide admission, and the German mission decides visas. APS only verifies documents.

    Documents

    How many documents are needed?

The Class XII checklist has 10 items; the JEE checklist has 9. Download the latest version from APS's checklists page before you courier.

Do I need TestAS for APS?

The April 2023 Class XII leaflet lists TestAS results, but APS says TestAS is currently not a mandatory component of the verification procedure in India. Confirm on the live checklist.

Do I need a language certificate for APS?

The leaflets list a language certificate (German and/or English) and say that without a preparatory language course at least B2 is required in the language of instruction. Medium-of-instruction and exemption letters are not accepted.

    Should I send original documents?

No. APS asks for copies only. Keep your originals for universities and the visa.

Do documents need to be notarised?

Only documents that are not in English need a notarised English translation. English documents need not be notarised.

    Can I upload documents online?

No. You register and pay online, but documents go by post or courier to New Delhi.

    Fee and payment

    CCAvenue or bank transfer?

CCAvenue: your account activates automatically and the payment appears immediately. A bank transfer is matched manually. CCAvenue may add its own charge.

My CCAvenue payment failed. What now?

Do not register again. Log in, open "Payment Details" and use "Pay now" in your existing profile.

    Processing and problems

    How long does APS take?

APS says at least two weeks and cannot give a fixed time. We plan for 6 to 8 weeks after delivery of your courier.

    Can I get APS faster?

There is no paid fast track. A complete document set, CCAvenue payment and a school that replies promptly from an official email address help.

    What does "non-support" mean?

Your school, board or university has not given APS the information it needs. Ask it to reply from an official email address.

Is there an APS interview for Bachelor's applicants?

The current Class XII and JEE leaflets do not mention one. An older leaflet for undergraduates with two semesters did. Confirm on the live checklist.

Can I apply for APS before my Class 12 result?

Not usefully. APS issues certificates for completed qualifications and cannot keep a file open for results still to come.

    Using the certificate

How long is the APS certificate valid?

APS's digital-certificate FAQ describes it as valid indefinitely. A new evaluation is needed only if a newly completed qualification changes your admission category, at a new fee.

Can I use one APS certificate for several universities?

Yes. Use the same original PDF for every university and for uni-assist.

Can I rename or print the PDF?

Do not rename, edit, compress or merge it; upload the original, standalone file. Print it only if the visa section asks for a printout.

Is APS needed for a PhD or a scholarship?

Often not for PhD or postdoc applicants if the German institution does not require it, and some German or EU public scholarship holders are exempt. Confirm in writing.

    About this guide

    Who wrote it

The Yastudy Germany Desk: the counsellors who handle APS files for Indian Bachelor's applicants from our Patna, Noida and Bengaluru offices, with our team in Freising, Germany.

    How we checked the facts

Checked on 14 October 2026 against APS India's own pages (the Class XII, JEE and undergraduate leaflets, the checklists page, the FAQs and the news notices), the German Missions in India, uni-assist and university pages. Where APS gives no official answer, as with real waiting times, we say so, and leaflets marked "valid as of April 2023" are flagged.

    When we update it

Every quarter, and whenever APS India publishes a notice.

    Our standards

We never alter a document and never promise a faster APS, an admission or a visa. Spotted something out of date? Email admission@yastudy.com.

Yastudy is a study-abroad and test-prep brand of Europass Immigration Private Limited, Patna. It is not part of, or authorised by, APS India or the German Embassy.
